Spencer is a dual degree student in the Public Policy and Business schools at Indiana University Bloomington. His majors are Public Policy Analysis and Law and Public Policy, with minors in History and Politics, Philosophy, and Economics. He is entering the second semester of his sophomore year. Spencer runs a Substack page called “Systems Over Chaos” where he writes about current events and publishes his own essays. In addition to ACE, he is currently interning with the American Coalition for Ukraine, an advocacy group that pushes for more American support against the Russian aggressors.
Spencer became interested in policy paper work because of his US Policy professor, Mr. John Graham. Graham assigned a term paper on a policy proposal of the student’s choice. Spencer wrote it on the idea of a Land Value Tax, an economic theory that says to end land speculation, improvements should be untaxed, and the whole value of the land itself should be taxed. The core premise is that, since all land value increases are taxed away, owners have no way to profit from unearned income, and must use their land productively. This idea set Spencer on the path of wondering what other policy proposals could improve the country, and how they could be implemented.
